The mission of Portland State University’s Higher Education in Prison Program (HEP) is to provide rigorous, quality higher education and to support justice-impacted students post-release. Our program offers students the opportunity to earn a Bachelor’s degree in Liberal Studies with an optional Business minor at Coffee Creek Correctional Facility, Oregon's only women's designated prison. At Oregon State Penitentiary we offer a certificate in Black Studies, with a Liberal Studies degree currently in development.

  • PSU was the first four year university in Oregon to be designated as a U.S. Department of Education-approved Prison Education Program (PEP) in 2024.
  • Our program celebrated its first graduate in December of 2024 with six more students on course to graduate June 2026.
